OPTION 2 APPROVED
On Monday 13 June 2011, The Planning and Transportation Overview and Scrutiny Committee of Wandsworth Council approved
an alternative traffic calming scheme for Nightingale Lane.
Following an earlier report by traffic calming specialists three alternative options were put to public consultation of
residents and businesses along the Lane from Balham Hill to Bolingbrooke Road and 5 houses down each side road.
An overwhelming majority (81.5%) voted for Option 2, which was the scheme that the TNNA preferred.
This scheme removes all 17 sets of speed cushions and replace this traffic calming with a brand new improved scheme which
includes:
- New raised surfaces at major junctions with gentle sinusoidal ramps
- The carriageway narrowed with new islands with trees and lighting and central markings removed with space for cyclists between island and pavement
- Crossings improved with gentle sinusoidal ramps and pavements built out to narrow the crossings
- New traffic calming by Clapham Common
- The crossing relocated close to Oliver’s Prep School with the pavement widened opposite Clapham Common
- New signage at each end of Nightingale Lane
The Council have advised that detail design work will start immediately so that works will begin in the autumn.
We believe this new scheme will be a massive improvement for the Lane, it will reduce the effect of noise and vibration from heavy lorries speeding over the existing deteriorating speed cushions. It will improve the road for cyclists and make the road safer for pedestrians.
This is a great success for the TNNA campaign.

TRAFFIC CALMING PUBLIC CONSULTATION - VOTE OPTION 2
Speed bumps and mini roundabouts were first installed in Nightingale Lane almost 15 years ago. Today
they are antiquated and crumbling and have little or no effect on speeding heavy lorries and delivery
vans.
Residents have raised concerns with Wandsworth Council over the last five years about noise and
vibration from the bumps and a 1000 signature petition calling for improvements was presented by The
Nightingale Neighbourhood Association (TNNA).
As a result, the Council’s Strategic Planning and Transportation Overview and Scrutiny Committee has
drawn up three possible traffic calming schemes – and wants to know which residents and local
Option 2 businesses prefer. Following consultation with traffic experts, the TNNA is recommending Option 2.
The main features of Option 2 are:
- Removing all existing speed bumps and in their place build out the footpaths and kerbs to narrow the lane with additional new trees.
- Laying a special traffic calming textured road surface near the Clapham South Tube end of the Lane, which creates noise inside vehicles but not outside.
- Relocating the existing zebra crossing to outside Oliver House School to improve road safety for local children.
- Build out the pavements at the existing zebra crossings and improve the approach ramps, to slow down traffic, reduce the crossing distance for pedestrians, reduce noise and vibration and improve the ride for cyclists.
60% must respond to the consultation and there must be a clear majority in favour of one of the options.

TRAFFIC CALMING NIGHTINGALE LANE - PUBLIC CONSULTATION
As a direct result of TNNA's five year campaign for an improved, modern and more appropriate traffic calming scheme, in place
of the antiquated and crumbling speed cushions which cause unnecessary levels of noise, pollution and vibration along the Lane,
Wandsworth Council is opening a public consultation to seek your views on three traffic calming schemes for Nightingale Lane.
Consultation Forms.
It is important that all residents, businesses and schools in the area make the right decision on which option
is progressed. The TNNA strongly believe that the draft consultation forms produced by the council did not clearly define all three
options, and changes to these forms have been requested.
So that everyone can make an informed decision the TNNA will produce a detailed document on the options available. These will be distributed
on Saturday, 19th March. New consultation forms will be delivered to every household, school and business along Nightingale Lane and to
five houses into each side road from Monday, 21st March. The deadline for returning consultation forms will be on or around Friday, 15th April so there will be plenty of time for you to make an
informed decision.
TNNA Preferred Option
The Nightingale Neighbourhood Association STRONGLY recommends Option 2 (Carriageway Narrowing) as the preferred option. Tthis option,
which includes building out of pavements, planting of trees and narrowing of Nightingale Lane, would make pedestrians, children,
cyclists and family car users the priority in our lovely lane.
Many of our committee members have lived in the Lane for over 15years and from day to day experience do not think that any traffic
calming scheme which relies on speed cushions is effective. Large lorris and heavy vehicles do not reduce their speed and are a
danger to our school children and to cyclists using the lane.

ALTERNATIVE TRAFFIC CALMING SCHEMES FOR NIGHTINGALE LANE
Following the presentation of our petition (July '09) various meetings have been held between Wandsworth Council and
TNNA. As a result of the Nightingale Lane Traffic review and investigation ordered by Cllr Guy Senior, further meetings
were held and in particular one on 3rd August 2010. At the meeting Cllr Ravi Govindia Cabinet Member for Strategic
Planning and Transportation confirmed he would support a bid for 2011/12 funding to TfL for one of 3 alternative traffic
calming schemes to be implemented in Nightingale Lane. We are hoping this bid will be approved by TfL in December, but in
the current cuts environment this is by no means certain. If the bid is successful then the Council will carry out a
consultation with local residents and our preferred alternative traffic calming scheme will be implemented in 2011/12.
In order to secure the funding for Nightingale Lane it is important to keep the pressure up on our local Councillors!! - so
please do email your councillors saying "you are counting on their support for funding to go to Nightingale Lane traffic
calming improvements etc: " THIS MUST DONE BEFORE 1st DECEMBER! Once the funding is secured we will hold a public meeting
to discuss the TNNA preferred traffic calming scheme.

TNNA MEET WITH COUNCILLORS AND COUNCIL OFFICERS AT THE TOWN HALL
Last Tuesday (Sept 29th) representatives of TNNA met Councillors and Council Officers at The Town Hall. The
meeting was held as a result of our petition to discuss the brief for a complete review of traffic safety
measures on Nightingale Lane. TNNAs points for inclusion in the brief ‘A Review of Traffic Safety Measures

Following the meeting TNNA wrote to the Council covering key points from the meeting and next steps. (see

COUNCIL AGREES COMPLETE REVIEW OF NIGHTINGALE LANE TRAFFIC CALMING
In response to our petition, Wandsworth Council has written to the NIghtingale Neighbourhood Association (TNNA) to confirm
its agreement to conduct a complete review of current traffic safety measures in Nightingale Lane. Before this starts the TNNA
will meet with council officers to agree a common brief for the study.
This will probably result in a consultation with all residents and it will be vital that you respond when it drops through your
letter box. The TNNA's own response to the consulation will be published on this website.
Thank you to everyone who signed the petition, at last it appears that the Council is taking our concerns seriously.

ANGRY RESIDENTS GROUP ROLL OUT 32ft PETITION
On Wednesday 22nd July at Audiology House, 45 Nightingale Lane local
residents rolled out a 32ft , 856 signature petition. The petition
was presented to Wandsworth Councillor Sarah McDermott by The
Nightingale Neighbourhood Association (TNNA). The group is angry at
Wandsworth Council which has for many years been deaf to demands to
impose more appropriate traffic calming measures along Nightingale
Lane. The road is a busy 'B' road running through the heart of
conservation areas with the worst of both worlds - heavy traffic and

WANDSWORTH COUNCILLORS TO BE GIVEN FREE HEARING AIDS BY LOCAL RESIDENTS GROUP
On Wednesday 22nd July at Audiology House, 45 Nightingale Lane, SW12 local residents, schools and businesses will present Wandsworth Councillors
with an over 800 signature petition and free hearing aids. The Nightingale Neighbourhood Association (TNNA) is angry at Wandsworth Council which has
for years been deaf to demands to impose more appropriate traffic calming measures along Nightingale Lane. The road is a busy ‘B’ road running through
the heart of conservation areas with the worst of both worlds - heavy traffic and speed bumps. The group are hoping the petition and gift of free
